the new version of the BAL tool (1.01) is in the tools section... it's in chinese too but you can easily use it watching the tutorials of the english version...i don't know if it work (i try it this evening) but it's new...

it works, just load into your bal game then open the editor to change the attributes, remember to save.
and for those with a value greater than 128, use the formula X - 128 = actual value.
