o.k so you need pro-evo editing studio and GGS 7.4.0
microsoft .net framework 3.5 ( already installed on some versions of windows
in editor/ click file/ open OF (pc) find edit bin normally in the documents komani save folder
then at top right click boots tab
load file ( you need to find unnamed_1823.bin usually dt0f.img folder use GGS to open dt0f.img /double click folder 1800-1899 find 1823 right click and choose export see pic
then load that 1823 bin into editor, edit/click accept and save
open GGS load the dt0f.img again find the 1823 bin again and choose import a file over this one and import the 1823 bin you edited
back up the original 1823 bin before edits
sounds complicated but easy once you get the hang of it

probably an easier way with a HEX editor if you know what your doing.

microsoft .net framework needs to have installed 3.0 or something with SP1 pack. + another thingy. If you have 4.0 you can't run it.
